The purpose of Title I is to meet the educational needs of children from low-income households and the needs of children in local institutions for neglected or delinquent children. Participants include students who are at-risk of failing, disabled, and in private schools.

The Elementary & Secondary Education Act (§1113) requires that Districts annually rank and serve schools, not students.
Schools receiving these supplemental funds are required to provide services that raise the academic achievement levels of K-12 participants in basic and advanced skills. Additional support may be provided through professional development and health and guidance services. Parents of children being served have the opportunity to participate in the design and implementation of the program through activities such as developing parental involvement policies and compacts; parent-teacher conferences; parent training and literacy; participating as classroom volunteers, tutors, aides, etc. The program receives federal funding from the Elementary and Secondary Education Act of 1965 (ESEA) and No Child Left Behind Act of 2001.
